Neutral Zone Militia

Bandits who broke the No-Man's-Land truce — killed a teen, kidnapped another, retreated into the blackout zone. A hideout ringed with cyber-augmented wolves tuned to heat-sensor pills. The Off-Grid sent assassins before the Grids did.

The Neutral Zone Militia is the faction that broke the No-Man's-Land pact. The neutral strip between the Grid and the Off-Grid runs on its own thin truce — raiders range through it, porters move goods across it, and both sides agreed, implicitly, that the strip was fair ground as long as no one crossed the lines the two sides still shared. The Militia crossed those lines. They killed a teenager and kidnapped another. They retreated into the blackout zone, the dead patch the Grids do not map and the Off-Grid does not police, and they built a hideout there.

The hideout

The entrance is guarded by a pack of cyber-augmented wolves. Each wolf runs on heat-sensor contacts and a pill regimen tuned to target-profiles the Militia loads that day. A lone wolf on patrol trips first on an intruder's heat signature. The alarm cascades to the rest of the pack. The intruder is overwhelmed before they reach the door. The defensive logic is cheap, effective, and does not require a human perimeter guard.

The response

The Off-Grid sent assassins before the Grids did. The Off-Grid leaders are aware of what a published kidnapping-and-murder would cost the dominion's thin social cover, aware that another Cyber Viking-scale rupture would bring the Grid-side Basic Law enforcement regime down on the neutral zone permanently, and aware that their own plotting schemes depend on the zone staying a zone. The assassins they sent are not ceremonial. The hunt is on a clock.

Why they matter

The Militia is the stress test for the No-Man's-Land truce. Neither side's rulebook covers them cleanly — the Grids cannot intervene without invading, the Off-Grid has to police its own edge or lose the zone, and the neutral-zone porters who rely on the truce to move goods are the ones who pay the daily cost of the hunt dragging on. Every faction on the map is watching whether the Off-Grid actually delivers a body. If it doesn't, the next militia is already forming.
